Martyn's Law – A Simple Guide for Your Building

Martyn's Law (also called the Protect Duty) is new UK legislation designed to help keep people safe in public places. It isn’t complicated or intimidating — it’s about making sure buildings that welcome the public have clear communication and basic safety procedures in place.

What Is Martyn's Law?

Martyn's Law is designed to improve public safety by helping staff communicate clearly during an emergency. It encourages venues to think ahead, plan simple procedures and ensure that people can hear important announcements.

It applies to a wide range of buildings such as leisure centres, council buildings, libraries, community venues, schools, police estates and event spaces – anywhere members of the public regularly visit.

The purpose is straightforward: to help organisations be prepared and communicate effectively when it matters most.

What Might Your Responsibilities Be?

  • Communicate clearly in an emergency – staff must be able to make announcements that can be heard throughout the building.
  • Have simple, practical procedures in place – staff should know who makes announcements, who guides people and what steps to follow.
  • Ensure evacuation routes can be communicated – people need to know where to go, even in noisy or busy areas.
  • Support visitors with hearing loss – hearing loops and speech transfer systems help ensure everyone receives important information.
